This document serves as a preliminary research phase in the preparation of a strategic plan for the Eastern Galilee, with a special focus on the role of Kiryat Shmona within the region. The preliminary research phase was conducted and written by students from Tel Aviv University and MIT (in Cambridge, Massachusetts). The central questions addressed in analyzing the current situation are:
What are the prominent characteristics of planning processes in the Eastern Galilee and in Kiryat Shmona?
What are the desirable directions for future development?
